Can you answer this questions. Are there sharp rocks, did the little guys tail get hooked or caught on something. How often does he/she bask. Housed with other animals or other snappers.
I also would like a better description of the white stuff, is it hard, soft, gooey, did pouring some hydrogen peroxide on the tip, foam and fizzle. Or nothing?
that could be one of two things, first the turtle could have hurt or cut itself and that is the infection..........or it is a fungas.

there aren't any sharp rocks in the tank..... he is in a tank with 5 other turtles, no snappers..... the hurt part looks like it could be possible bone? at first it was slimy, but now it's hard to tell if it's slimy or just wet.... i havn't put anything on the tail, i don't know would hurt him or not

that snapper looked young, he could be in pain and shock and easy prey to other turtles.....they could have bitten his tail.
first remove him from the other turtles asap. Get a rubbermaid tote to keep him in for about 18 hours a day. Put hydrogen peroxide on the tail while he is dry docked. The water makes it worse. Put in the water to feed, drink and use the restroom. Use a heat lamp to keep warm. Don't cook him. You might have to get another tank to get him in as it will happen again.

That toatally looks like exposed bone to me. Yuck! I really think a vet needs to look at that, and possibly amputate the end.
And if possible, I think it would be best if that turtle was separated freom the others until the situation is resolved. Its probably painful and the other turtles might nip at it.
