I have had this turtle for about a year and a half with no problems at all. The other day I came down stairs and he was under water and his neck was all limp. I made him a bed of leaves about a half inch deep (small turtle eh?) Hes got a liittle better and his head isnt limp any more, but he isnt eating and he opens his mouth and gasps for breath like once every 5 minuets.

It sounds like your RES has an upper respiratory infection, such as phnemonia. If you ignore this, the infection will spread, and your turtle will die. You may notice your turtle swimming lopsided. This is due to the one lung and it's inability to hold an appropriate ammount of air. Anyway, the turtle should be taken to the vet, and get an examination. If it is an infection of the respiratory system, the vet will probably prescribe Amikacen, and you will have to give your turtle injections on the turtles back "thigh".
